You can rotate the view of a drawing by typing PLAN then use the options for current or world.
Note which view results after PLAN then C (default) in model space. Go back to paper space (Double click on grey or white area or type PS) to ascertain which viewport scale to measure.
Ensure that you are in Paper space (You should see the triangle UCS). Click on the edge of the appropriate viewport. Right mouse to properties and read off the viewport scale.
Avoid the temptation to double click inside the viewport. This action could change it's scale before your measurement.
